Internal Audit and Investigation Division

In terms of F.R.133, Internal Audit and Investigation Division of the Ministry of Wildlife Resources Conservation is directly responsible to the Secretary of the Ministry.  The Division is headed by the Chief Internal Auditor with subordinate staff supporting him.
Main functions of this Division are to carry out audit investigations of the Ministry as well as in the Department of Wildlife Conservation.  Accordingly all projects and activities against which public complaints are made will be investigated and reported to the Secretary.


    Objectives of the Internal Audit and Investigation Division


The main objectives of this Division is to examine whether the Ministry of Wildlife Resources Conservation and Departments and Institutions under its purview i.e. the Department of Wildlife Conservation and the Wildlife Trust are utilizing their respective resource with proper management adhering to Laws, Circulars, Financial Regulations and provisions of the Establishment Code and make observations & recommendations to the senior Management.  It also probe and report on corruptions, misconducts and irregularities in these institutions.


Functions relating to internal auditing

  1. Introducing and regulation of internal control systems in the Ministry of Wildlife Resources Conservation, Department of Wildlife Conservation and its island-wide administrative net-work which include Deputy Directors office, National Wildlife Parks, Range Offices Beat Offices and Wildlife Trust.
  2. Instructing the Senior Management on administrative and financial management based on audit outcomes.
  3. Assisting higher Management of the Ministry and the Department of Wildlife Conservation through Audit Management Committee Meetings.
  4. Assisting the Government Audit through internal auditing in the Ministry of Wildlife Resources Conservation and its island-wide administrative network which include Asst.Directors Offices, Wildlife Parks, Range Offices, Beat Offices and the Wildlife Trust.
  5. Examine whether relevant Laws, Financial Regulations and Provisions of the Establishment Code are strictly adhered to by the Ministry and other institutions coming under its purview in the utilization of state resources and submit reports thereof.

Functions relating to investigation

 

  1. Investigate cases identified as necessary for subjecting to special investigation within the Ministry of Wildlife Resources Conservation, Department of Wildlife Resources Conservation and its island administrative Network which include Asst, Directors Offices, Wildlife Parks, Range Offices, Beat Offices and the Wildlife Trust.
  2. Investigate public complains and those received from various other parties and submit reports thereof to the Secretary of the Ministry.
  3. Conduct initial investigations into corruption, misconducts and irregularities which were reported to Ministry.  Prepare reports thereof and take action to issue charge sheets to those subject to various charges based on primary investigation reports.
  4. Safe-keepi9ng of suspected documents, files inventories etc. maintained by officers against whom charge sheets are to be issued.
  5. Make available email facilities for making public complaints.
  6. Submit proposals to the Management for preventing/minimization of corruption and irregularities.
